每個人的行為與生活，受到國家法律的約束與規範，因為有政府機關、警察機關與法院等，使國家社會得以在軌道上運行，人民的權利與自由等因而得以保障。然而反觀國際間，尤其是自上個世紀最後10年左右，陸續出現許多事件與變化，例如中國大陸的天安門事件、東西德間的柏林圍牆倒塌、羅馬尼亞、保加利亞、阿爾巴尼亞等國以武力方式更替政權與國家，甚或波斯灣戰爭、蘇維埃帝國瓦解，以及後來的911恐攻事件，美國因而向阿富汗宣戰，發動伊拉克戰爭，迫使並加速美國將觸角伸到中亞與西亞地區，再加上區域性經濟整合與世界經貿等議題，作為維護世界和平的聯合國，其功能與角色因而備受重視，而國家與國家間的權利義務之規則為何?當國家之間出現紛爭時，又有何依據以解決?該如何保障權利與義務?都是本課程國際公法精彩可期之處。

Everyone's behavior and life are bound and regulated by national laws. Owing to there are government agencies, police organs, and courts, the state society can be operated on the track, and the rights and freedoms of the people can be guaranteed. However, in contrast to the international community, especially since the last 10 years of the last century, there have been many incidents and changes, such as the Tiananmen Square incident in mainland China, the collapse of the Berlin Wall between East and West, and the reign of the regime by Romania, Bulgaria, Albania and other countries. With the country, or even the war in the Persian Gulf, the collapse of the Soviet Empire, and the subsequent 9/11 terrorist attacks, the United States declared war on Afghanistan and waged an Iraq war, forcing and accelerating the United States to reach out to Central Asia and West Asia, plus regional economies. Integrating with the world economy and trade, as the United Nations to maintain world peace, its functions and roles are highly valued, and what are the rules of rights and obligations between (among) the states? When there is a dispute between countries, what is the basis for solving it? How to protect their rights and obligations? It is a wonderful place for international public law in this course.
