方案設計與評估是社會福利服務推展的基本專業智能，故課程設計首重讓學生實際操作方案計劃與評估的過程，從一開始問題的構思、需求評估，到方案目標及目的設定，及服務內容的設計與評估，介紹各階段所應具備的知識與相關技巧，使學生能熟悉計劃與評估社會服務方案的方法、步驟與應注意事項。透過社會福利方案設計與評估之相關知識的增長，及對目前社會福利活動方案實施現況之了解，從撰寫方案計劃的格式與內容工作模式模擬，到方案評估的練習，以隨堂作業或小組團體報告的方式訓練與呈現，以增進同學對社會福利服務方案之設計與評估能力。

The design and evaluation of programs are fundamental professional competencies in advancing social welfare services. Therefore, this course is designed to prioritize hands-on practice in the process of program planning and evaluation. From initial problem conceptualization and needs assessment to setting program goals and objectives, as well as designing and evaluating service content, the course introduces the knowledge and skills required at each stage. The aim is to familiarize students with the methods, steps, and key considerations involved in planning and evaluating social welfare programs. Through the acquisition of knowledge related to program design and evaluation in social welfare, along with an understanding of the current implementation practices of social welfare initiatives, students will engage in activities such as drafting program proposals, simulating work processes, and practicing program evaluation. These activities will be conducted through assignments or group presentations, thereby enhancing students' competencies in designing and evaluating social welfare service programs.
